PFAS in Cosmetics

Per‑ and polyfluoroalkyl substances (PFAS) are a large family of synthetic chemicals widely used for their water‑ and oil‑repellent properties, stain resistance, and exceptional chemical and thermal stability.

Their unique molecular structure makes them extremely persistent in the environment, earning them the name “forever chemicals.” Once released, PFAS can remain for decades in water, soil, and living organisms, leading to bioaccumulation and widespread environmental dispersion.

Key Human Health Concerns

  • Endocrine disruption
  • Cancer risk: PFOA and PFOS are classified as possibly carcinogenic
  • Impacts on the immune system

International Landscape:

In the United States, MoCRA has prompted the FDA to re‑evaluate the presence of PFAS in cosmetic products. Numerous PFAS have been detected across various categories, yet toxicological data remain incomplete.

Only a limited number are currently considered low‑risk, while others show potential safety concerns at higher concentrations. The FDA highlights the need for additional scientific evidence to establish a robust and reliable safety profile.

Europe adopts a more precautionary and restrictive approach. ECHA is assessing a broad “group restriction” that could encompass thousands of PFAS, including those used in cosmetics. Some PFAS are already banned due to their CMR classification.

Persistent concerns relate to toxicity, endocrine‑disrupting potential, and significant environmental persistence particularly for rinse‑off products that enter wastewater systems directly. France is the first European country to introduce a comprehensive ban on PFAS in cosmetics. Under Law No. 2025‑188 (February 27, 2025), the production, import/export, and marketing of cosmetic products containing PFAS are prohibited.
