In July 2023 the European Commission published the Commission Regulation (EU) 2023/1442 of 11 July 2023, amending Annex I to Regulation (EU) No 10/2011 on plastic materials and articles intended to come into contact with food, and entered in force on the 1st of August 2023.

The new regulation brought about change mainly to phthalates substances authorisation by introducing 3 new total specific migration limits and lowering some specific migration limits and adding 5 new substances.
Phthalates are a group of chemical compounds that can be used in the production of plastics and vinyl materials. They are of concern in food contact materials testing as they can migrate from packaging into food and beverages, potentially posing health risks due to their association with endocrine disruption and other adverse health effects.
